Confirmed resignation of existing member (5th June 2023) – Applied co-opted vacancy at first available meeting in open session. |

Following the confirmed resignation of Cllr Williaam Graham and subsequent local advertisement of created vacancy, co-option took place June 2023 of the only applicant. Mr David Scarborough. The applicant was proposed by Cllr George McCorquodale and seconded by Vice Chair Cllr Neil McCorquodale. All those in attendance agreed the applicant was suitable and his appointment was approved by resolution of the Council. DPI & Acceptance of Office Documents had been signed and accepted of new co-opted member. |

The draft minutes having been circulated prior to the meeting were agreed and proposed to be a true and accurate record. They were passed as approved by resolution of the Council and signed by the Chairman. |

Having been emailed to all councillors prior to the meeting the clerk asked if all were happy with account detail and reconciliation and if anyone had any questions. No specific questions were asked but the clerk went through the detail of a cancelled cheque which was subsequently paid by clerk and is to be reimbursed this month. Bank reconciliation reviewed and agreed by resolution of the council and signed by the chairman. |

South Kesteven Prosperity Fund – Input from councillors (Action from Minutes 160523 Item 8c) |

Action from last meeting was for Councillors to bring suggested project ideas to the table for consideration by the parish council. Stoke Rochford village was briefly discussed however at this stage it was felt that there was not any public area that required funds. Easton Village was discussed, and it was agreed that the Chair would submit a project for funding of planting trees with guards in areas adjacent to public footpaths which would enhance the vistas along pathways. |

In Colsterworth Rural Electoral Division we are asked to review drainage on maps from the link provided. Survey to be filled in should we choose to make them aware of any additional drainage other than ones that are already marked. Easton to be reviewed by the Chair and Stoke Rochford to be reviewed by Cllr G McCorquodale. Also additional survey to be completed on highways and road maintenance. |

Following a previous visit to the parish council meeting in November 2022 from Amanda Cogan, Chief Operating Officer, Magnavale Ltd and John Edgoose, Site Manager, Magnavale Easton, where the council raised concerns regarding traffic issues and asked if Magnavale could discuss this with highways. Cllr David Bellamy wished to share feedback he had after a recent visit he made to site where he highlighted again the concerns of the parish council to them, particularly the suggestion of a shadow lane. Cllr Bellamy said that this was taken on board by Magnavale during his visit. Following this and apparent discussion between Magnavale and County Council feedback was that according to the traffic calculations there was no need for a shadow lane to ease congestion. Cllr Bellamy then suggested to them that they could enter into an agreement with the County Council and offer to fund this as a gesture to the local community. This suggestion was passed up to the hierarchy at Magnavale, however a response from them via email to Cllr Bellamy informed him this would not happen. Previous estimate of site traffic was up to 500 vehicles over 24hrs, Magnavale say now the business model has changed they are saying that numbers will be fewer regarding vehicle movement in and out of the site. Cllr Bellamy confirmed he would continue to keep dialogue open with Magnavale and County and update the parish as needed. |
