1.   Chairman’s Welcome Remarks

Cllr Cholmeley welcomed everyone and thanked all for attending the meeting.

The Chair asked that the meeting observe a minute silence to remember Councillor Bob Adams who sadly passed away in November, a well respected gentleman and colleague who will be sorely missed.

2.   Apologies

Received from Cllr Christopher Gait & Cllr William Graham reasons for absence were noted & accepted. Apologies also from County & District Cllr Bob Adams

4.   To approve Minutes of the Annual Meeting held 5th October 2021

The draft minutes having been circulated prior to the meeting were agreed and proposed to be a true and accurate record. They were passed as approved by resolution of the Council & signed by the Vice Chairman.

5.   Clerks Report

a.   Bank Reconciliation (pre-circulated attachment)

Balance on statement £8088.19 less todays outgoings £846.85 = £7241.34

Finance and budget were discussed and agreed that adequate precept request of £5000 was appropriate to cover parish commitments for the coming year.

We had agreed to discuss further, clerk had circulated the email response. It was subsequently agreed that it is something the council would be happy to agree if it is a possibility but to consider for next year once we have explored the option of securing this service from our existing bank NatWest.

6.      Village Defibrillators

a.   Stoke– Cllr N McCorquodale/Clerk

Cllr N McCorquodale confirmed that at the planned meeting/training session in Stoke Rochford on 23rd November 2021 took place, approx. 30 parishioners in attendance from both villages. Stoke parishioner Dom West has been registered as the person responsible to do the weekly checks on the Stoke defibrillator and record results online with WebNos.

The clerk reported that there was confusion with invoicing. Error was made by CHT that the annual service agreement was not set up at initiation for Stoke defib which is £135 per annum. With this in place ‘All electrode/pad replacements (adult) both time expired and post rescue, replacement batteries, replacement rescue kits, replacement safety items, loan defibrillator if yours out of action for more than 3 days, courier fees to you, software upgrades, rescue data downloading, post rescue counselling, telephone support’

We have been invoiced for consumable at £51-60, CHT will cancel this and we will then pay annual agreement. This will also be put in place for Easton Defib as and when it is installed. Ongoing this will be annual fee. £135 per annum per each site.

b.   Easton – Clerk/Chairman

Clerk confirmed; 15/01/21, the parish council paid £600. 16/03/21 second payment made £860 in March 2021 by bank transfer from EWG. By agreement of the parish council this will be reimbursed to EWG to show fair contribution to both villages. The Easton defib will be sited giving access to all in an emergency situation in the holiday cottage car park.

7.   Village Walkabout 1st Nov 2021 Feedback - Chair & Vice Chair

Cllr Neil McCorquodale the road repair village review did take place and it was confirmed that the pothole situation is largely under control in Stoke Rochford. Only one area giving some concern on the road up to the Skillington T junction which appears to be caused by invasive tree roots.

Cllr Cholmeley confirmed that unfortunately the situation regarding potholes in Easton was in fact quite shocking and in need of more urgent action. Rowan Smith had said at the visit that these issues were on the list for repair. Sadly, it was confirmed at this meeting that we are still waiting for repairs to be made.

8.   The Queen’s Green Canopy (pre-circulated attachment) - discussion

This was documented for discussion later this year after brief dialogue in the May meeting. Stoke & Easton villages both confirmed plans are underway for tree planting in conjunction with the Woodland Trust. In Stoke Park an avenue of 70 lime trees will be planted, each tree representing a year of the Queens reign. The trees planted are registered on the Queens Green Canopy website and an interactive map is available to show who and what areas of the country have participated.

Regarding the Queens jubilee celebrations, on Thurs 2nd June at 9-15 pm Beacons will be lit across the country including Stoke Rochford. On Friday Stoke Rochford and Little Ponton have agreed a combined effort with a street party on the green in Little Ponton (bring your own picnic) on Saturday 4th June. Easton parishioners are invited to attend and be part of the celebrations.

Cllr Cholmeley asked Cllr David Bellamy if he could enquire to the planning dept on behalf of EWG  regarding an approved condition of planning for the factory site which promised new signage at roadside for EWG. Cllr Bellamy confirmed he would try and enquire and feedback.

Cllr David Bellamy gave the following information.

•   441,000 people in Lincolnshire (80% of eligible population) had their COVID booster jabs.
•   COVID Bi-election 24th February. Poster to be displayed in Easton and Stoke Rochford.
