Approval of minutes of meetings held on

29th August 2023

 

The draft minutes of 28th August 2023 having been circulated prior to the meeting were agreed and proposed to be a true and accurate record. They were passed as approved by resolution of the Council and signed by the Chair.

4th March 2024

 

The draft minutes of 4th March 2024 having been circulated prior to the meeting were agreed and proposed to be a true and accurate record. They were passed as approved by resolution of the Council and signed by the Chair.

Finance & Precept

 

The end of year balance remains the same as at the last meeting at £ 7388.74. (Last year-end balance £6233)

The end of year paperwork is in progress, and this will go to the auditor next month and be presented at the May meeting.

 

b.

Email addresses

 

Secure non personal email address requirement. We will need to purchase a domain and package for email addresses. Gov.uk or org etc. The parish councillors expressed their concern that emails may not get checked. Clerk confirmed she will investigate options and feedback.

 

c.

Next meeting plans

 

The next meeting which will be The Annual Meeting of the Parish Council is planned to take place on Tuesday 14th May 2024 at 6pm. (NB Since changed to 30th May 2024)

Planning (circulated via email) – listed for discussion

 

a.

County Matter Application Consultation - PL/0022/24

 

Development: for the redevelopment and updating of an existing wastewater treatment facility and the installation of an anaerobic digestion plant with capacity to produce 5mw of renewable energy

Location: former Christian Salvesen ltd site, Burton Lane, Easton. grid reference: 494096 326592

The County Council has received an application, with an accompanying Environmental Statement, for planning permission to carry out this development. The Parish Council have 30 days from receipt of notification to respond with any objection or comment.

 

This was discussed and the clerk was asked to respond on behalf of the council. This will be direct to Planning and copied to LCC at their request.

1. Highway safety issues

The parish council consider the resulting increase in traffic will cause significant traffic management and safety issues and will only compound the existing chaotic and dangerous levels of traffic at the site entrance. Taking in to account the existing commercial traffic and additional development at the site from Magnavale and yet more staff commuting to the site.

The increase of HGVs using the B6043 should be considered and the impact this will have on road surface, damage and existing poor condition of road.

The parish council would like a report from the developer and ask that LCC request a total realistic expected number of ALL vehicles accessing the site in any 24hrs period. To include numbers from all developments as a whole at the Easton site.

It is also quite a common occurrence that when an incident occurs on the Southbound A1 vehicles use the B6403 as an avoidance route.

Clerk to also ask for a traffic and volume of vehicles in any 24hrs period report direct from Magnavale and this should include all developments on the Easton site.

South Kesteven District Council – Draft Local Plan Consultation circulated (Easy Guide to the Regulation 18 Draft Local Plan)

 

The Local Plan is a key planning policy document prepared by South Kesteven District Council.

It contains the policies for guiding development and change for the district covering housing, employment, community facilities, the environment, design and infrastructure.

The Local Plan also sets out proposed locations for sustainable growth and investment across South Kesteven. The consultation runs for 8 weeks between Thursday 29th February and Thursday 25th April 2024.

The parish council reviewed briefly the plan and it was agreed that any concerns or comments would be forwarded to the clerk to submit before the deadline.

Grantham Southern Relief Road March 2024 Update

 

Content reviewed and noted by the parish council for record.

South Kesteven Village Services and Facilities Survey 2024

 

The survey is from the Planning Policy Team at SKDC and asking for detail on the following

Part 3: Bus and Transport Routes

Part 4: Supplementary Information

The Chair will complete for Easton Village and Cllr George McCorquodale will complete Stoke Rochford. To be forwarded to the clerk who will submit back to SKDC.

Pre-approval for April payments were reviewed by the council and agreed for payment on 06/04/24.

Additional item - Prosperity Fund Feedback – Chairman

 

Previously unrecorded feedback sent to the clerk from Nov last year.

Application was made to the prosperity fund by the Chairman on behalf of the Parish Council for a project under the ‘Green Space/Outdoor improvements’ category. The project plan was to plant hedgerow trees around public footpaths in the parish and to plant specimen trees in metal guards in parkland, also around public footpaths. It was agreed by the Council that this would improve the natural scene for walkers and residents and have a positive community benefit.

However, the application was rejected by the Prosperity Fund Team in November last year. Unfortunately, the Board did not support the application as they felt the proposed location of planting would be on private land. In recognising the planting of trees as being a good undertaking, it was suggested the parish council be directed to the Woodland Trust as they were known to provide grants

AOB – Bus Shelters

 

Vice Chair Cllr N McCorquodale noted that in Stoke Rochford there are two bus shelters. One by the side of the A1 which is in a dreadful condition, the roof has collapsed on this one and it is beyond repair and unsafe. The second is by the red cottages and is in an ‘okay’ condition and can be left as is. Neither have been used for many years as there is no bus service. We are unsure who actually owns the shelters. The Al shelter needs demolishing for health and safety reasons, but we need to establish ownership before this happens, they are not on estate land, and we believe they belong to Lincolnshire County Council.

Clerk to contact District Councillor David Bellamy to ask for his help on this and enquire if he can help identify ownership of all three bus shelters in the parish.

There is also a bus shelter at Easton, just on the corner of High Dyke and Planting Road and we will need to investigate who owns this also.
